Finance, construct, operate, and maintain a library and learning centre for Oldham Metropolitan Borough Council

The Oldham Library project is a 27 year concession to finance, construct, operate and maintain Oldham Library and Lifelong Learning Centre, procured by Oldham Metropolitan Borough Council.

The project reached financial close in May 2004. The construction was carried out by Kier Regional Limited, with capital expenditure of approximately £15 million.

The library became operational in January 2006. Caxton Facilities Management (part of the Kier group) provides the Hard and Soft FM Services which include cleaning, waste, grounds maintenance, caretaking, vending and security.
